How Delhi's Electronic City project is shaping up - Times of India

NEW DELHI: The Delhi government will soon start the process of hiring a concessionaire to build an appropriate infrastructure as per the need of the proposed electronic city in southwest Delhi's Baprola.
Officials said a global real estate service provider, which has been consulting the government as its transaction advisor, is preparing a detailed request for proposal to hire the concessionaire, which will be brought before the cabinet for approval.
"The concessionaire, in a joint venture with the government, will prepare the layout of the electronic city and develop the infrastructure as per the need of the electronic industry. The RFP will clearly lay down the model of the electronic city as to what the government will bring on the table and what the concessionaire would do," a senior government official said.
To be developed over 81 acres of land in Baprola, the electronic city will be a hub for the design and manufacturing of electronics. It will just be a 20-minute drive from the Indira Gandhi International Airport and major national highways such as NH-1, NH-10, NH-8, and NH-2 with the completion of Urban Extension Roadway-II, officials said.
The Dialogue and Development Commission of Delhi, a government think tank, along with the industries department has submitted a detailed blueprint to the government. The design and manufacturing hub will be based on the recommendations of the DDC, officials said.
The DDC also proposed a dedicated 'Delhi Electronics System Design, Manufacturing, and Refurbishment (ESDMR) Policy' to make the city a preferred destination for top electronics design, manufacturing, and refurbishment companies in India and abroad.
According to officials, the electronics manufacturing hub will have the "plug and play" infra, all utilities, component banks, a custom bonded warehouse, and affordable housing for workers, among others.
"The common facility centre will have a pool of equipment and machinery. The industry will have to invest in big equipment. They can use those tools and equipment for a few hours and pay accordingly," said another official.
Based on the industry feedback, the officials closely studied the Taiwan model of plug-and-play infrastructure apart from analysing the policies of the Indian states, which have become leaders and electronics manufacturing, they said. The government teams also visited Sri City in Andhra Pradesh, which has a multiproduct special economic zone, a free trade and warehousing zone, and an electronics manufacturing cluster.
The DDC has also recommended the setting up of an electronic research and design facility in the capital to house global independent design houses, relevant start-ups, and original design manufacturers transitioning to product design. The commission has also envisaged an 'Electronics Design Village' to work in close synergy with the electronic city to build a complete electronics value chain from research and design, manufacturing, and refurbishment for repairs and after-sale services within Delhi.
